Chemical Identifiers
Four identifiers every sourcing professional needs to know β and when to use each one.
A unique numerical identifier assigned by the Chemical Abstracts Service to every chemical substance. Format: NNNNNN-NN-N (e.g. Glycerin = 56-81-5).
When to use: Universal identification across suppliers, regulatory filings, and databases. Use in RFQs and purchase orders to eliminate name ambiguity.
Example: Phenoxyethanol β 122-99-6
International Nomenclature of Cosmetic Ingredients β standardised names used on cosmetic ingredient labels in the EU, US, and most markets.
When to use: Required on cosmetic product labels (EU Regulation 1223/2009, US FDA). Use in formulation documentation and labelling.
Example: Glycerin β INCI: Glycerin (same here, but many differ)
European Community number β assigned by ECHA to substances in the EINECS, ELINCS, or NLP inventories. Format: NNN-NNN-N.
When to use: Required for REACH compliance filings and SDS documentation in the EU. Look up via ECHA's Chemical Inventory.
Example: Glycerin β EC 200-289-5
Harmonised System code β a 6-digit international customs classification for goods. Extended to 8β10 digits by country.
When to use: Required on customs declarations, import/export documentation. Determines applicable tariff rates and import duties.
Example: Glycerin β HS 2905.45 (pharmaceutical grade)

OfficialClassification, Labelling and Packaging of substances and mixtures (EC 1272/2008) β EU implementation of GHS. Governs hazard symbols, H-statements, P-statements on labels
OfficialBPR (EU 528/2012) β governs preservatives, disinfectants, and other biocidal substances. All active substances require authorisation

Official29 CFR 1910.1200 β US implementation of GHS. Requires SDSs in 16-section format, GHS-compliant labels. Effective since 2016 for most industries

Globally Harmonised System of Classification and Labelling β UN framework adopted by 70+ countries. Defines hazard categories, pictograms, H/P statements. Revised editions every 2 years
OfficialInventory of Existing Chemical Substances in China β chemicals not listed require new substance notification. MEE governs; separate regime for cosmetics (CSAR via NMPA)
OfficialManufacture, Storage and Import of Hazardous Chemical Rules, 1989 (as amended). Specific lists for major accident hazards and dangerous chemicals
OfficialInternational natural and organic cosmetics standard (COSMOS-standard AISBL). Defines permitted ingredients, processing methods, and organic content thresholds for certification
